China can build military installations on coral reefs, China can certainly build installations on Middle Rocks.

Adding to the above are these photos of the Middle Rocks, as well as other areas in the South China Sea where China has built military installations. Readers can determine for themselves if building on and around Middle Rocks is feasible.
